I’ve been working on doing this post for quite some time and now here it is. This posting includes all the official Oblivion mods released by Bethesda as well as every quest pack for Oblivion released by Bethesda. To get it to work:
Step 1: Mount the Shivering Isles pack.
Step 2: Create a folder in your main drive titled “Shivering Balls or whatever”
Step 3: Copy content of the mounted expansion pack into the “Shivering Balls” folder.
Step 4: Go here :

Step 5: Download that file. If you don’t know which one it is, it’s “Shivering Isles v1.0 Backup / Fixed Setup EXE”
Step 6: Open the .RAR , take the items inside and place it into the “Shivering Balls” folder, REPLACING THE OTHER ONES.
Step 7: Start up the Setup and Enjoy.

Shivering Isles Horse Pack

There aren’t any horses in Shivering Isles, which makes Traveling a pain. The only way to get a horse is to become Duke of Mania or Duke of Madness, something that I find stupid considering the amount of travel required to become one. Main Quest Delayer and Active Kvatch City

You’re no longer forced to play the main quest. You start off in Anvil (having just arrived by ship from another province). The Emperor is still alive and Kvatch has not yet been invaded. To start the main quest, simply commit a crime and surrender to an Imperial Watch Captain or Commander. The main quest will not start if you are arrested by a regular guard.

Oblivion Mod Manager (OBMM)
Description
Oblivion Mod Manager, as its name suggests, is a utility for managing oblivion mods. It can just be used as an enhanced version of the data files selector on the oblivion launcher, with sorting and load-order reordering capabilities, but there are a lot more features which can only be used when mods are packed as .omod files. You can easily clean all files belonging to the mod out of your data folder, view the readme without unpacking the mod, e-mail the mod author, visit their website or view detailed information about the file.

OBMM files-
Installation instructions:
1. Extract the contents to your Oblivion folder on your Hard Drive.
2. Open Oblivion Mod Manager (OBMM)
3. Click ‘Create’.
4. Type in any random name, preferably ‘Horse Pack’ or something along the lines. Enter a Author or Description if you want, however it’s not required. Click ‘Add Files’.
5. Navigate to your file you extracted earlier, ‘Shivering Isles Horse.esp’. Click ‘Open’.
6. Click ‘Create omod’.
7. Click ‘OK’ and you should see a new mod with a green box next to it. Double click the mod, and it should install. You should now see it on the left side at the bottom of the list.
All Require the latest patch, 1.2.0416
